Should Child Support be monitored?

In the past, I was anti-child support for many reasons but once I got a taste of a father who makes babies and only provides a few free weekend---NO support what so ever, my thoughts about Child Support became realistic. Child support should be an ongoing payment made by an absent parent for the financial benefit of the child. Child support is a touchy but controversial topic that has become a issue in many households throughout the US. 


Who in their right mind would believe that they could produce a baby and not be responsible for the financial care of the child.
A Dead-beat parent! Rather its a dead-beat mom or a dead-beat dad, each party should be equally responsible for a child or children they conceived regardless of the relationship between the parents. Its not the child's fault if the parents experience issues and at no point did the child ask to be brought into the world so parents need to stop the shenanigans and take care of their child(ren). 


Children need some much more than financial support but without the monetary contributions, children stand the chance of going without the basic needs. Regardless of the occupation of the parents, a child still has to be cared for and to care for someone you must have the cash flow. Rather you are a street hustler, a 9-5 type of personal, or rich as hell if you make a baby support your baby and don't worry about the other parties situation. 


Not paying child support is not a way to get back at the other parent, its a way for your child to resent you and have no respect for your authority. Okay-Ok, that may be a little harsh, but children are not dumb, they know and understand more that you think. Too many children grow up and miss out on a lot because their absent parent choose to go to the club and party instead of taking care of their responsibilities. Speaking of clubs and partying, a dead-beat parent can also be one who takes the child support and does nothing for the child(ren). These parents should be looked down on and prosecuted for their actions.  There are so many issues when dealing with Child Support, I am surprised there is no reality show focused on Child Support!   


So, should child support be monitored, meaning the child support recipient should legally be required to give specific details on how child support money was spent? According to Wikipedia,  in the United States, 10 states allow courts to demand an accounting expenses and spending from the custodial parent.  Now this is where I am on the see-saw about child support. Is it right to demand that the custodial parent, the parent who provides everything for the child, provide proof of how they spend the money that was received from child support? I think I can be mutual and say that it depends on the situation and it's not hard to determine which situations need to be monitored.  Child support is calculated based on the income of the absent parent & the need of the child and in Texas cannot exceed 20% of the absent parents net income. If the parent is not working a minimal calculation is presented. 
Its safe to say that 100% is given by the custodial parent and 20% is given by the absent parent. The reason why I say 100% for the custodial parent is because from experience, raising a child comes with a lot of hidden expenses. This calculation is as simple as 123, and this fact along gives plenty of explanation as to why there should not be monitoring system for child support. Why the hell should the full time parent be required to give proof to the part-time or seasonal parent when the absent parent is not even providing 50% of financial support for the child(ren). 


Ok here we go!---Custodial parents who take full responsibility for their children and support their kids 365 days of the year, should not have to answer to or provide any statements regarding how they support their children. If the custodial parents is the dead-beat and they do not take care of their child(ren) regardless of the child support payments and spend the money received from child support to support their habits, these cases need to be monitored and actions need to be taken against the parent.   I believe right is right and wrong is wrong, so if the child support is not used properly to support the child(ren) then YES require proof.  Just like everything else I think it steps to this situation and it can be handled differently through the government in order to make sure more children are provided for correctly.
